It can be created using the GenericPolyChecker(. The problem that the coordinates for the map pages has to be used in the config. You can probibly find the if you have the maps. A config file has to be upploaded and used in the checker.
If you what to do it i can help you with the syntax of the config. A complication might be if the datum of the maps are not WGS84 but for example NAD27 then the coordinates has to be converted for usage in the checker
The cords for each border can be found on the DeLorme Challenge page if I'm not mistaken. I have a google earth file for the challenge if that would help

There are a polypoints and a rect syntax for the polygons. Createone like that from the kml file and the checker is created.
