Event notifiers failing with Error Code 3 [closed]

Hi, I am trying to create a new event notifier (for the entire Isle of Man), but I get an "Save failed, redirecting you back in 3 seconds" error message (sometimes but not always with an Error Code of 3).  

I have tried this on different devices (Windows desktop, Apple desktop, and Android phone) and different browsers (Firefox, Chrome, and Safari) with the same result.  The form is of course quite simple so I am pretty sure I am filling it out correctly (and I have another notifier for events in another entire country that works fine).  In total I have 4 other notifiers, and I assume that a 5th one does not cross an unstated limit.

Added note:  I have accomplished my goal simply by using a coordinate and radius approach, so I am set.  But there is still a glitch in the "by country" notifier (I just tried Albania as a test and got the same error).
